Client guide

Everything you need to know as a client.

This guide follows the order things actually happen: what we do, what Rogers does, what the fee covers, and what your account and first bill will look like afterwards.

Section 01

Welcome to Cellebrate

Cellebrate is an independent Canadian wireless brokerage. We are not affiliated with, a representative of, nor an agent of Rogers, Bell or any other carrier.

Our role is to research the plans, promotions and account options that may be available, then arrange the one you choose on your behalf. Rogers approves the account, provides the service and bills you for it.

Some of the plans our team works with are Targeted Value Marketing (TVM) plans. These are researched and, at times, implemented by third parties we work with, and we share the account details they need to complete your request. They receive only what the specific job requires.

Availability varies by account, so signing up does not guarantee that a particular plan, promotion or feature will be available to you. Some plans cannot be changed because of prior cellular agreements. Once your service is active, the terms of your wireless account continue to apply. Rogers can change pricing, plans, discounts and features, and we cannot guarantee how long a price or plan will remain available. Rogers can periodically audit accounts and change rate plans, so how long a plan lasts is at your own risk. We have not had any issues to date. Once a plan change is made it cannot be reversed, and a previous or grandfathered plan cannot be restored.

We charge a one-time arrangement fee of $174 for each wireless line we arrange. It covers our research, account preparation, arrangement work and the support that goes with setting up your plan. The fee is paid to Cellebrate. It is not a Rogers charge and it does not appear on your Rogers bill. You see the exact amount before you complete your signup.

You must own the account or be fully authorised to make plan changes on it. Your payment is prepaid funds for the arrangement work, not a purchase. If we cannot make the applicable change, or if another issue prevents the work from being completed, the funds that were not used are refunded.

Section 02

How the process works

  1. 1. Start your signup

Choose your plan and answer the short set of questions: your current wireless situation, the line involved, whether Automatic Payments is on, and whether you intend to transfer an existing number.

  2. 2. Join the queue

Complete requests are handled in the order received, usually within about 24 to 72 hours. Timing varies with volume and with what your account needs.

  3. 3. Complete the scheduled session

We book a short time with you and explain exactly what will be requested before anything changes. You may need to sign in to the Rogers Online Portal and complete a Rogers verification step during that session. Do not send us a password or verification code by email or text.

  4. 4. The plan is arranged

We request the base plan, discounts and features that belong to the option you chose. When the work is done you can review the result on your account.

  5. 5. Confirmation

Rogers sends a Confirmation of Mobile Changes email. Keep it. It is the written record of what changed on your line.

Section 03

Automatic Payments

Automatic Payments includes a $5 per month discount on the pricing shown. Without Automatic Payments your pricing may be $5 a month more.

If Automatic Payments is turned off, cancelled or cannot be processed, that discount can be removed from your account and your pricing may be $5 a month more. To keep the pricing you signed up for, leave Automatic Payments on.

You can generally change the payment card connected to Automatic Payments in the Rogers Online Portal without affecting the plan, as long as Automatic Payments itself stays active.

Section 04

What you may see in the Rogers Online Portal

The Rogers Online Portal does not always display every promotional feature, discount or account adjustment in the same place, so the account can look different from the plan summary you received from us.

If something looks unusual, do not change the plan straight away. First read your Confirmation of Mobile Changes email and your detailed bill.

You can also sign in to the Rogers Online Portal in a web browser, select your wireless line and open the plan management area. The pricing shown there can give more detail about the discounts currently attached to the line. You do not need to complete a plan change to look.

Contact us before changing a plan or removing an add-on if you are unsure.

Section 05

Your first bill

Your first bill after activation or a plan change may be higher than the regular monthly amount. That does not necessarily mean your ongoing price is wrong. Two things commonly explain it.

  • Prorated charges. If the plan changed part way through a billing cycle, the bill can carry charges or credits for both the old plan and the new one.
  • Billing in advance. Wireless service is partly billed ahead, so the bill can also include the upcoming period.

Our $174 arrangement fee is paid to Cellebrate separately and never appears on your Rogers bill. Prices we quote are in Canadian dollars and applicable taxes are extra.

After the first cycle your bill should line up with the recurring monthly price you chose. Read the full PDF bill rather than the summary view, and contact us if something still looks wrong.

Section 06

Transferring your number

This applies only when you are moving an existing number onto a newly activated account. If we only changed the plan on a line you already had, there is nothing to transfer.

Wait until we confirm the new plan is active before you start the transfer. Starting early can leave you on the temporary plan.

If you are using an eSIM. Install and activate it when instructed. If your phone supports two active lines, keep your existing SIM active until the transfer finishes.

Starting the transfer. Use your existing wireless account number where possible. An IMEI or account PIN leaves more room for a mismatch. Rogers explains the steps on its transfer your phone number page.

Approving the transfer. You will normally get a text asking you to approve it. Reply YES within the time stated in that message, often about 90 minutes. Keep the old SIM active until the transfer is confirmed, then remove it.

Section 07

Travel, roaming and international calling

Travel features depend on the plan you chose. The Canada + USA + Mexico plan includes eligible talk, text and data use while you are in those three countries. That does not mean roaming anywhere else is included.

Before travelling outside the countries covered by your plan, check the roaming options on your account. Additional travel packages are available directly from Rogers.

International calling and messaging also vary by plan. Review your plan details and your Confirmation of Mobile Changes email, and ask us if you are unsure about a destination before you rely on it.

Standard carrier terms from Rogers or the applicable carrier apply, including fair-use and primary-usage rules. Roaming is not a hard trip length, but a Canadian carrier can treat a plan as being used mainly outside Canada if most voice, text or data usage occurs in the USA or Mexico over an extended period. That can lead to warnings, roaming restrictions, or a request to move to a more appropriate service arrangement.

Section 08

Device upgrades

You can upgrade your device directly with Rogers and keep the plan we arranged. The point is to preserve the plan and its discounts and add-ons.

When completing an upgrade, choose the option to keep your current plan wherever it is offered. If the Rogers Online Portal says a plan, discount or add-on will be removed as part of the upgrade, stop before completing it and contact us.

Newly activated accounts can also be subject to a waiting period. Allow at least 31 days from activation before relying on upgrade availability.

Section 09

Data and multiple lines

Each wireless line has its own data allowance. Data is not pooled or shared between lines.

If a household needs several lines, each one is arranged separately, with the pricing, data and features of the plan chosen for that line, and the $174 arrangement fee applies to each line.

Section 10

Referrals and support

Much of our work comes from clients referring friends, family and colleagues. If someone you know could use one of these plans, send them to our plans page.

For anything not covered here or in the FAQ, use the chat window and ask for a person. We reply during regular business hours, Monday to Friday.

Ready when you are

Start your signup and we will review your details before anything changes.
