About Cellebrate

Who are you, and are you the cell phone carrier?

Cellebrate is an independent Canadian brokerage. We are not affiliated with, a representative of, nor an agent of Rogers, Bell or any other carrier. We research the plan options, review your account details, and handle the arrangement work. Rogers approves, provides and bills the wireless service.

What does the $174 arrangement fee cover?

It covers the work we do for one line: researching what is available, checking your account details, preparing the request, carrying out the arranged change with you, and supporting you through confirmation and your first bill.

It is a one-time fee of $174 per line, so two lines is $348. It is paid to Cellebrate, it is separate from your monthly Rogers charges, and it never appears on your Rogers bill. Because it is a brokerage fee rather than a carrier charge, it is not subject to CCTS complaints or CRTC regulation.

When is the arrangement fee charged?

Nothing is payable when you sign up. We review your account details first, and the fee is arranged with you before the plan change is carried out. You will always be told the amount before you commit.

What if my request cannot be completed?

If Rogers declines the account or the plan we researched is not available to you, we tell you what happened and what the alternatives are. Your payment to Cellebrate is prepaid funds for the arrangement work, not a purchase. If we cannot complete the work, the funds that were not used are refunded to you. Nothing is payable while we review your details.

What are Targeted Value Marketing (TVM) plans?

Some of the plans our team works with are Targeted Value Marketing (TVM) plans. These plans are researched and, at times, implemented by third parties we work with. We tell you which plan we are arranging and what it includes before anything is changed on your account.

Plans and pricing

What do the two plans cost?

Canada + USA + Mexico is $25 per line, per month with Automatic Payments, with 150 GB per line. Canada-Wide is $15 per line, per month with Automatic Payments, with 100 GB per line. Both prices include a $5 per month Automatic Payments discount. Without Automatic Payments your pricing may be $5 a month more. Prices are in Canadian dollars and taxes are extra. The monthly amount is paid to Rogers.

Why is Automatic Payments required?

The pricing shown includes a $5 per month Automatic Payments discount. Without Automatic Payments your pricing may be $5 a month more. If Automatic Payments is turned off, cancelled or fails, Rogers can remove that discount. Changing the card is fine as long as Automatic Payments stays on.

Can my family share the data?

No. Each line has its own data allowance and data is not pooled or shared between lines. Each line is arranged separately and the arrangement fee applies to each line.

Is my current device financing affected?

A plan change does not clear existing device financing with Rogers. Financing continues on its own terms, and it can affect what changes are possible on the account, which is one of the things we check first.

Signing up

What happens after I submit?

Your request goes into our queue and is handled in the order received, usually within about 24 to 72 hours. We contact you to confirm what is possible, then book a short time with you to carry out the change. You can also sign in with the email address you used to see the current status of each line.

Does submitting guarantee I get the plan?

No. Signing up does not guarantee the plan. Rogers approves the account and any service changes, may run a credit check when a new account is opened, and can decline. Some plans cannot be changed because of prior cellular agreements. Once a change is made it cannot be reversed, and a previous plan cannot be restored. Your payment is prepaid funds for the arrangement work, not a purchase. If we cannot make the change, the funds that were not used are refunded. Rogers may change pricing or plans afterwards; we cannot guarantee how long either will remain available. Rogers can periodically audit accounts and change rate plans, so how long a plan lasts is at your own risk. We have not had any issues to date.

I am new to Rogers. What do I do first?

Your first step is to activate a new temporary line on a basic talk and text plan. It must be a post-paid plan, not prepaid. See Rogers basic phone plans. Next, set up the Rogers Online Portal for that line and add a card for pre-authorized billing, which our plans require and which must be active to receive the $5 per month Automatic Payments discount. Once your new plan is active, you can request the transfer of your existing number through the portal (see Rogers' transfer your phone number page). Then come back and complete your signup. The form will tell you when you are not ready to continue.

Can I keep my phone number?

Yes. If you already have Rogers, nothing changes about your number. If you activated a new line, wait until we confirm the new plan is active, then start the transfer from your old carrier and approve the text message they send you. Rogers explains the steps on its transfer your phone number page.

Security and your information

Why do you need access to my account?

The plan change has to be requested inside a signed-in Rogers session for your account. That is why we book a short time with you rather than working in the background. We explain exactly what will be requested before anything is changed.

How is verification handled safely?

Rogers may require a verification step during that scheduled session, while you are with us. Outside a scheduled session, Cellebrate will never ask for a password, a one-time code or a card number by email, text or chat. If anyone claiming to be us does, stop and tell us. Our chat assistant is also instructed never to ask for those things.

Do you ask for my Rogers Online Portal password on the form?

No. The form asks for the email address on your Rogers Online Portal account so we can identify it, never your Rogers Online Portal password. We do not store carrier passwords. Signing in here uses a secure link sent to your email, so there is no Cellebrate password to create.

What information do you keep?

We keep the details you send when signing up, including your contact details, your answers to the account questions and your account-authority and plan-change acknowledgements. They are stored in our hosted database and are visible to Cellebrate staff and to you when signed in. Full detail is on the privacy page, including how to ask for a copy or deletion.

Can my information be shared with anyone besides Rogers?

Yes. To arrange your plan we share the details you supplied with Rogers, and with third parties who research or implement the plan, including third-party implementers of Targeted Value Marketing (TVM) plans. This can include your name, the phone number of the line being changed, the plan to be applied and messages exchanged during the activation. They receive only what the specific job requires and may not use it for anything else. Full detail is on the privacy page.

After your plan is active

Why is my first bill higher?

A first bill may include prorated charges for part of the old plan and part of the new one, and wireless service is partly billed in advance. Our arrangement fee is not on that bill. Read the full PDF bill, and tell us if the recurring amount still does not match.

The Rogers Online Portal does not show all my features. Is something wrong?

Not necessarily. The Rogers Online Portal does not always display every promotional feature or discount in the same place. Your Confirmation of Mobile Changes email is the written record. Contact us before changing anything if it does not look right.

Can I still upgrade my phone?

Yes, directly with Rogers. Choose the option to keep your current plan. If the Rogers Online Portal warns that a plan, discount or add-on will be removed, stop and contact us. New accounts may need to wait about 31 days before an upgrade is possible.

How do I reach a person?

Open the chat window in the bottom right corner and ask for a person. We take your name, email and question, and give you a ticket reference such as CB-12345. Our reply appears in the same chat window when you come back on the same device, or on any device if you are signed in. We reply during regular business hours, Monday to Friday. More options are on the contact page.
